Go to teduh.kpkt.gov.my — this is KPKT's official developer verification system. Search under 'Senarai Pemaju' (Developer List).

Check Blacklist on eHome

Visit ehome.kpkt.gov.my and check the blacklisted developers list. There are 4 separate lists — check all of them.

Verify APDL Number

Every property advertisement must display an APDL (Advertising Permit and Developer License) number. Ask the developer for it and verify on the KPKT portal. No APDL = do not buy.

Check SSM Registration

Verify the developer company is registered with SSM (Companies Commission of Malaysia). Check if the company is still active and not under winding-up.

What If You Already Bought From a Problematic Developer?

Late Delivery

Claim LAD (Liquidated Ascertained Damages) at 10% per annum of purchase price, calculated daily. File at Homebuyer Tribunal (claims up to RM50,000) or civil court for larger amounts.

Abandoned Project

Contact KPKT's Enforcement Division. Check if a white knight developer has been appointed to revive the project. Join the affected buyers' group for collective action.

Defective Work

Report defects within the Defect Liability Period (DLP) — 24 months from vacant possession. If developer ignores, file at Homebuyer Tribunal.

Developer Bankrupt

File a proof of debt with the liquidator. Check if the project qualifies for government revival under KPKT's abandoned project rehabilitation scheme.

What happens if I buy from a blacklisted developer?
You risk losing your deposit and monthly payments if the project is abandoned. Under HDA (Housing Development Act), buyers of abandoned projects can claim from the developer, but recovery is often difficult if the company is insolvent. Always check before signing any SPA.
Can a blacklisted developer still sell property?
No. A developer without a valid license under Act 118 cannot legally sell housing units. If they are selling without APDL, report them to KPKT. However, some blacklisted developers may operate under new company names — always verify the actual company behind the project.
